Capital Planning Process
Now that Campbellford Memorial Hospital has received the $2.5M planning grant, we are officially working within the Ministry of Health’s Capital Planning Process, which includes a series of structured planning and design stages. Each stage builds on the previous one, developing the design, scope, services, and financial model of the new hospital in detail.
This is a multi-year progression, but each step gets us closer to construction.
Stage 1: Early Planning (Underway Now)
This phase focuses on confirming what services the new hospital will provide, and how those services fit within the Campus of Care.
There are three parts to Stage 1:
Stage 1.1: Pre-Capital Submission
- Completed.
- Confirmed the need for a new hospital and alignment with regional healthcare priorities.
Stage 1.2: Proposal Development (Starting / In Progress)
- We are finalizing the business case, including projected patient volumes, community growth trends, and how the hospital will work alongside long-term care, mental health, and seniors’ housing on the Campus of Care.
Stage 1.3: Functional Program
This stage defines how care will actually happen in the new building, including:
- Department sizes and space needs
- Patient flow and movement through the hospital
- Workflow and operational design for staff and clinical teams
- Equipment and technology requirements
Staff, physicians, and partner organizations will be engaged through working groups and design workshops.
When Stage 1 is complete, the vision of what we are building becomes clear. This is where the new hospital really starts to take shape on paper.
Stage 2: Detailed Planning & Design
Once the Functional Program is approved, architects and engineers begin developing the physical design of the building.
Three parts to Stage 2:
Stage 2.1: Block Schematics
- Defines the number of floors, building footprint, and overall layout.
Stage 2.2: Sketch Plan Design
- Designs circulation routes for patients, staff, visitors, supplies, and emergency access.
- Integrates site elements such as parking, greenspace, entrances, and drop-off areas.
Stage 2.3: Contract Documents
- Fully detailed architectural drawings used for construction tendering.
This stage ensures the hospital design meets modern infection control standards, supports staff efficiency and recruitment, and provides safe, accessible care environments.
Stage 3: Construction
- Stage 3.1: Award Construction Contract
- Stage 3.2: Construction of the New Hospital
- Stage 3.3: Settlement and Project Close-Out
When construction is complete, staff will train in the new space, equipment will be installed, and the hospital will open to patients.
Overall Timeline
The current estimate remains 6–8 years to opening, depending on:
- Completion and approval of each planning stage
- Government decisions and funding approvals
- Final budget and procurement processes
